What's you opinion on breeding teacup chihuahuas?

My stepmom does it and I don't feel it's right to make a dog have with another dog just so it can give birth and she can sell the puppies (between 2-6 of them) for around $1500 and pocket the money for herself. Is this in any way right? What do you think?
