Is it Recreation,or Wreck Creation?

Recently I read that ATV(all terrain vehicles) deaths are highest among children and teens,more than automobiles. I've always thought these machines were not for recreation,but for a specific use or skill. Why have parents allowed for children to use these things so casually rather than a bicycle or skates,skateboards ect..
