I Need To Know The Legality Of?

My son and his girlfriend live here in Miami, they have been together 9 years and have a beautiful 6 year old. The girlfriend is upset because my son will not marry her and is thinking of going back home to New York. Is she allowed to take my grandaughter (her daughter) out of the State without the father's consent?
