Who has financial power of attorney.?

How would I find out IF a person had power of attorney or not? I searched at the courthouse but it is not recorded there. I suspect if power of attorney was obtained, it was illegal. The person who relinquished power of attorney, is illiterate. She could not read OR understand what she was signing.
